Problem is the entire presumption of the article is wrong. The Crown Estate isn’t under the purview of the Monarch nor do they have any control over it.

It’s effectively an arms length government-owned company. And the UK government definitely isn’t pushing for more homegrown green energy given it’s about to ban substantial parts of the country from having solar farms, continues to restrict on-shore wind, and is now attempting to reverse the de facto ban on fracking.
