Neil Heywood, the British business consultant whose murder was part of the scandal that brought down Bo Xilai, one of China’s most powerful politicians, was a flamboyant fellow who drove a Jaguar with “007” on the license plate; and he turns out to have been an informant for British intelligence, according to a Wall Street Journal investigation.
